What does the trend report % of increase or decrease is being measured against?

The % of increase or decrease is measured against the Selected date range against the date range of the same number of days before the selected date range.

 For example: If you choose 1 month as a date range for this filter, the trend graph will be shown for this month(bold line) vs the previous month(thin line).
